City Issues "Order to Comply" to 10 Yonge St.

Related to Hydronic System Work at 10 Yonge

The City of Toronto Building Division issued an Order to Comply on January 21, 2026 relating to the hydronic (heating water) system work currently taking place at 10 Yonge Street.

The order was issued under Section 12(2) of the Ontario Building Code Act and requires the submission of engineering review documentation confirming that the hydronic system installation complies with the Ontario Building Code and related technical standards.

What the City ordered

The Order to Comply requires the responsible parties to submit outstanding General Review reports confirming that the overall hydronic system installation complies with:

• Ontario Building Code requirements
• CSA B214 hydronic heating standards
• manufacturer specifications and other applicable technical standards

The order specifies that these reports must be prepared and sealed by a licensed mechanical engineer in good standing with the Professional Engineers of Ontario (PEO).

Timeline for response

The order requires the responsible parties to submit the required documentation within 14 days of receiving the order.

Failure to comply with an Order to Comply may result in further enforcement under the Ontario Building Code Act.

Why this matters to resident​s

Hydronic systems are the heating systems used by the building’s fan-coil units and vertical heating risers. These systems form part of the building’s core infrastructure.

When Toronto Building issues an Order to Comply requiring General Review reports, it is requiring the project’s professional engineer to formally confirm that the installation meets the Ontario Building Code and applicable engineering standards.

An Order to Comply does not necessarily indicate a code violation; it requires documentation confirming compliance.
